Wijziging Warenwetregeling algemene veiligheidsnormen
Uitvoeringsbesluit (EU) 2022/1401 van de Commissie van 12 augustus 2022 tot wijziging van Uitvoeringsbesluit (EU) 2019/1698 betreffende Europese normen voor bepaalde kinderartikelen, kindermeubelen, turntoestellen, aanstekers en apparatuur voor informatie- en communicatietechnologie (PbEU 2022, L 213). General product safety regulation: Council adopts its position
Member States agreed today on a mandate for negotiations with the European Parliament on the proposal for a regulation on general product safety (GPSR).
An increasing number of consumers buy goods and products online – a trend which was reinforced by the Covid-19 pandemic. To keep up with challenges linked to this trend, the GPSR proposal modernises the rules for online marketplaces and updates them for online businesses. The revised rules for general product safety aim to ensure that products of the digital age meet European safety standards. "Products sold in the European Union, online or offline, must be safe. In light of technological developments and the increasing digitalisation of our economy, it is important that we revise the current product safety rules."
The GPSR proposal transforms the general product safety directive from 2001 into a regulation, as the directive was no longer suited to address current digital and technological challenges. Transforming the directive into a regulation will ensure a sound legal framework to ensure that products are safe and follow European standards.

Do Your Products Conform to EN 17092 parts 1-6: 2020?

Indian govt brings innerwear under 'loose' garments; FOHMA welcomes
The Indian government has eased metrology (packaged commodities) rules for inner garments and hosiery products. It has issued a notification to exclude loose garments from the rule. It said that consumers will have liberty to touch & feel the product before purchasing. However, trial of the garments will not be practical due to hygienic considerations. The notification gives a clear definition of a ‘loose’ garment as one sold loose or open at the point of sale in such manner that the consumer can inspect the product before buying. Read more>>
Updated requirements for food contact materials
On 1 July 2022, amendment (3348384-1027396-VGP) to the Dutch Commodities Act on Packaging and Consumer Articles became effective. It was published by the Ministry of Health, Wellbeing and Sports of the Netherlands in April 2022. The main changes include:
• Revisions to the positive list of substances for plastics, rubber and coatings.
• New requirements for specific migration for paper and cardboard, metals, textiles, coatings, dyes, pigments and epoxy polymers.
• New definitions for paper, cardboard and materials to be used for manufacturing.
Items produced in compliance with the Packaging and Consumables Commodities Act as it read on 30 June 2022 and that will be placed on the market before 1 January 2023 may be traded until stocks are depleted. This exception does not apply to packaging and consumer articles made of paper or cardboard and to coatings if they contain the substances referred to in Article I, part C, second paragraph, or the substances referred to in Article I, part J, second paragraph.

What Europe’s Energy Crisis Means for Fashion / Business of Fashion
Skyrocketing power prices are hurting consumers, threatening brands and retailers, and adding new pressures to the industry’s already fragile supply chains. For some, the result could be worse than Covid.The fashion industry is facing a bleak winter. And Europe is ground zero. Soaring energy prices, caused by Russian moves to curb gas supply to Europe in retaliation for Western sanctions following its invasion of Ukraine, are buffeting the industry from all angles.For consumers, the resulting cost of living crisis has “only just begun,” according to a JPMorgan note published this week with the foreboding title “Winter is (Still) Coming.” Meanwhile, retailers are being squeezed between rising operating costs and softening demand, especially at the lower end of the market, writes Business of fashion. UK launches new Developing Countries Trading Scheme (DCTS) to replace GSP
The UK Government has launched the new Developing Countries Trading Scheme (DCTS) to replace the Generalised Scheme of Preferences (GSP). The DCTS will replace the UK’s GSP, which the UK introduced post-Brexit, in early 2023. The DCTS means UK businesses can import from 65 countries across Africa, Asia, Oceania and the Americas, with less red-tape and lower costs.The scheme means that a wide variety of products, including clothes and shoes, will benefit from lower or zero tariffs.The scheme also simplifies complex trade rules such as rules of origin, which dictate what proportion of a product must be made in its country of origin. The Government gave the example of making it easier for businesses like textile firm DBL Group from Bangladesh to export.Mohammed Jabbar, Managing Director of DBL Group, said: “These new rules will be a game changer for us. They mean we will be able to source our cotton from many more countries than we could before, which will make the business more competitive and our supply chains a lot more resilient.”
The scheme builds on a wider programme from the UK to drive a “free trade, pro-growth agenda across the globe, using trade to drive prosperity and help eradicate poverty,” the Government said. This includes a new initiative called Platinum Partnerships, designed to grow trade between the UK and selected lower and middle-income Commonwealth countries and reduce dependency on aid.The Prime Minister also recently announced a new Trade Centre of Expertise, which will bring together the best of British expertise to support partner governments, giving them the tools they need to more actively participate in the global trading system.
Succesvol webinar customs Modint Logistiek en DHL Express
Op dinsdag 30 augustus 2022 organiseerde Modint Logistiek in samenwerking met DHL Express een webinar 'Probleemloos Sample zendingen versturen'. De opkomst was groot en volgens deelnemende Modint-leden een geslaagd en zeer interessant webinar. Nadat Modint Logistiek de deelnemers informeerde over de hoofdlijnen van de problematiek op het gebied van douanezaken heeft DHL Express meer uitleg gegeven over onder andere het belang van een volledige zendingsfactuur en compliant data, gebruik van preferentiële handelsakkoorden en het importeren van monsters.

Onder leiding van TU Delft (Dr. Huysmans) en gespecialiseerde bureaus van Prof. Daanen en Prof. Molenbroek voert een Nederlands consortium een onderzoek uit in opdracht van DIN. Dit in het kader van de ontwikkeling van een nieuw technisch CEN-rapport over lichaamsmaten en -verhoudingen van kinderen in Europa. Nederland is een bijzonder interessant land aangezien dit het land is met de gemiddeld langste bevolking ter wereld. Er zal zowel met de hand als met een scanner worden gemeten en ook hoofd, handen en voeten worden meegenomen.
De beschikbaarheid van juiste en recente data is voor veel kinderproducten onmisbaar. Denk bijvoorbeeld aan goed passende beademingsmaskers in het ziekenhuis, schoolmeubilair, speeltoestellen, schoenen en kleding. Voorwaarde voor deelname voor genoemde partijen is dat de data gebruikt kunnen worden voor de doorontwikkeling van kindermaattabellen. Daarom is ook Modint bij het consortium aangesloten.
Omdat dit ook voor u als bedrijf van groot belang kan zijn, willen we vragen of u het onderzoek wilt ondersteunen. We denken hierbij aan ondersteuning van wervingscampagnes, maar mogelijk ook het faciliteren van een meetdag. Gezien dat het project net gestart is, wordt er op dit moment gewerkt aan een concrete uitwerking van de wervingscampagne. De metingen moeten vanaf december 2022 plaats gaan vinden.
